To provide the youth of Illinois with an immersive educational experience to inspire and promote life-long leadership, ethics, responsible citizenship and self-confidence through participation in a unique model state government program.
Programs or services
Youth & Government (YAG) is a statewide civic education program that brings together high school students from every corner of Illinois—rural, suburban, and urban—to participate in a model state government experience. Culminating in a statewide conference in March, students take on the roles of legislators, judges, lobbyists, journalists, and executive officials. They write and debate legislation, argue court cases, and report on political developments, gaining a firsthand understanding of participatory democracy.

What makes YAG distinct is the community it creates. 1000 students from vastly different backgrounds are placed side-by-side in policymaking roles, learning to navigate differences in lived experience, identity, and political perspective. These interactions are often the first time students meaningfully engage with peers beyond their immediate environment—expanding their worldview and building civic empathy.
Target Audience
Our 24-25 program year included 45 groups of student participants, “delegations” from high schools, YMCA’s and communities. Our gender breakdown was: Female-63.6%, Male-34.6%, Non-binary-1.5%. Ethnic breakdown included: White/Caucasian-49.8%, South Asian/Indian-18.6%, Hispanic-8.0%, Asian Pacific Islander-10.6%, Black/African American-5.6%, Biracial-3.1%, Decline to state ethnicity-1.6%.
